The National Convention is the union’s highest decision-making body and helps the union chart its course for the future. 

Twenty-one hundred APWU members traveled to Pittsburgh, PA for the 24th Biennial APWU National Convention in August 2018. Delegates debated and voted on resolutions on a wide variety of subjects. 

Four days of rousing speeches, an enthusiastic rally against the privatization of the public Postal Service, as well as vigorous debate over resolutions on work floor topics and social issues reflected the APWU’s spirit of activism and a commitment to strengthen the union.

When all was said and done, the union had publicly opposed rising fascism in the U.S., garnered extensive media coverage of the united fight against the sale of the Post Office to private corporations, displayed solidarity with workers and other allies, and identified additional goals for the next round of contract negotiations.

The 2020 National Convention will be held Aug. 17-20 at the Los Angeles Convention Center. Craft conferences are Aug. 15-16. Post convention workshops are Aug 21. Retirees Conference will be held Aug. 15 and 16, 2020

Delegates will debate and vote on the proposals that will guide the union’s work over the next two years. The resolutions address labor-management issues, workers’ solidarity, legislative topics, craft-specific items, and proposals to change the union’s constitution. In accordance with convention rules, additional resolutions may be presented at the National Convention, provided they have been properly authorized by locals, state organizations, or members-at-large.

June 1 is the deadline for the submission of resolutions for publication in the Convention Book. Resolutions are accepted from local or state affiliates, local and state retiree chapters or from Members-at-Large (who are the only members permitted to submit resolutions under their own signature). Resolutions adopted at craft division meetings, either during an off-year or immediately prior to the National Convention, are also accepted. Resolutions from local or state affiliates and local and state retiree chapters must be submitted electronically via email on the union’s website that will be accessible only to local/state/chapter presidents and to local/state/chapter secretaries, treasurers, and secretary-treasurers. There will be a box to check certifying that the submitter is the authorized officer, which will serve as an electronic signature. Members-at-Large must sign and submit their resolutions directly to the National Secretary-Treasurer prior to the June 1 deadline. Resolutions must be typed, double-spaced and submitted individually (one per page). Resolutions not properly certified electronically or signed will be returned. Per Article 5, Section 3, of the APWU Constitution, the Secretary-Treasurer will submit the resolutions to the Screening Committee, which works to eliminate repetition and consolidate issues. Once the committee has completed its review, locals and pre-registered delegates will have an opportunity to view the resolutions on the APWU website. Resolutions received after June 1 will be referred to the appropriate committees and will be presented at the National Convention as addendums, provided they have been properly authorized and signed, and provided they do not deal with subjects otherwise covered by the Screening Committee. To achieve uniformity, it is requested that resolutions be structured as follows: • The name of the appropriate committee to review the resolution, e.g., Labor-Management Committee; • The article number and section of the Collective Bargaining Agreement or APWU Constitution and Bylaws the resolution addresses, if applicable; • The resolution title; • The names of the sponsoring locals, state organizations and/or Member-at-Large; • The body or text of the resolution itself. Convention Credentials

APWU locals and state organizations are required to register delegates to the National Convention online through the link below. Registration begins March 30, 2020. Officers will be prompted to log-in to the Members Only section of the APWU web site and enter a password. Only authorized officers (the president and one of the following: secretary-treasurer, secretary, or treasurer) are permitted to register delegates.

Delegate Registration

Once they have logged in, officers should click on Convention Credentials in the blue left-hand column.  They will then be provided with instructions for selecting and registering delegates.

If submitted by the president, delegate names must be verified by an authorized officer; conversely, names submitted by the secretary-treasurer, secretary, or treasurer must be approved by the president.

If the president makes the initial request, an e-mail message will be sent to the secretary, treasurer, or secretary-treasurer.  If the secretary-treasurer, secretary, or treasurer makes the initial request, the request for confirmation will be sent to the president.  The officer who receives the notice requesting confirmation of the registration must visit the Convention Credentials registration page to confirm the request.  Once the registration request has been confirmed, officers may print out delegates’ credentials.

The Convention Credentials registration page will indicate the number of delegates local officers are able to register; the number of delegates that have already been registered, and the number pending verification.

Officers may submit delegates’ names individually or in groups.  After delegates have been registered and verified, local officers will be instructed to print the credentials and bring them to the convention.

The account number for the delegates to use is XZ16514 for both National and Enterprise.

When renting at, select the dates and location and then selection “More Options Click Here”.  Travelers should enter their Emerald Club number and then the above code should be entered in the Contract ID field.

When renting at, simply select the dates and location and enter the code above under “Optional: Coupon, Customer or Corporate Number”.  The password you will be prompted for is APW.  On the top right hand side, you can click on Emerald Club to enter in your Emerald Club number (Emerald Club members can now earn free rental days with both National and Enterprise).

The APWU has negotiated special room rates with the Westin Bonaventure, JW Marriott and Sheraton Grand. Reservation cutoff dates are listed below for each individual hotel. After these dates, rooms and rates will be based on availability. You must use a credit card when booking online. You will receive a confirmation of your reservation via e-mail. Questions regarding hotel reservations should be directed to the individual hotels.

For each room, a one-night’s-stay deposit, plus tax is requested with payment by credit card. Failure to notify the hotel of a change in arrival date will result in cancellation of the reservation and the deposit will be forfeited. Information regarding cancellation and incidental deposits are listed below next to each individual hotel. Early departures are subject to a penalty, set by the individual hotels. If you do not cancel per the dates listed below or do not arrive on your confirmed arrival date, your full reservation will be cancelled.

Retirees Department Conference

APWU retirees will meet Saturday and Sunday, August 15-16, 2020 from 9:00 a.m. to 4:00 p.m. On Saturday, August 15th, we will have a special evening event from 4:30pm -7:30pm.

The meetings will be held at the Los Angeles Convention Center.


Conference participants are asked to register by Friday, June 19, 2020 in order to have a badge printed and to assure that you will receive all conference materials. Registration forms can be downloaded from the APWU website on the Retirees Department page, or you can call the Retirees Department at 877-279-8669. You can also register online at starting on March 30, 2020.
